Arena fundraising agreement, dance studio expansion among North Battleford council approvals

North Battleford city council moved forward with plans for a proposed new arena, approved the expansion of a local dance school into a former church building and authorized more than $1.3 million in infrastructure and fleet purchases during its meeting Monday.

Council approved a 14-month agreement with DCG Philanthropic Inc. to lead the next phase of fundraising for the proposed arena project.

The agreement carries a monthly cost of $36,565, for a maximum contract value of $511,910 over the term. The city will initially fund the contract and be reimbursed through funds raised by the arena fundraising committee once available.

Coun. Rodney Fedler defended the cost, noting the fundraising campaign is pursuing a much larger objective.

“I think everyone has to realize that it’s a professional company that’s going to be doing the fundraising for us,” Fedler said.

“It’s going to more than make up for what they’re charging us is going to be a drop in the bucket compared to what they can bring in.”

Mayor Kelli Hawtin noted the campaign’s fundraising goal is approximately $20 million.

Council also approved a discretionary use application allowing a former church at 1401 98th St. to be converted to a club use for Annette’s School of Dance.

The proposal required council approval because the city’s zoning bylaw classifies the use as a club. 

Council approved a relaxation of the parking requirement requiring a minimum of eight on-site parking stalls. One nearby property owner raised concerns about potential traffic and noise impacts, although no formal objection was submitted.

“This is an existing business expanding, and it is very exciting to see really good contributing business in our community make a bigger footprint and probably will make a positive difference in that neighborhood as well,” Hawtin said.

Among other decisions, council awarded a $890,786.93 contract to K&S Asphalt Services Ltd. for the 2026 Parsons Paving and Drainage Rehabilitation Project and approved a $90,000 contingency fund for unforeseen conditions related to the work.

Hawtin declared a conflict of interest and left the council table during discussion and voting on the Parsons paving contract because the project adjoins a commercial property she owns.

Council also approved the purchase of a 2027 Ford F-450 one-ton dump truck and related upfitting for $128,219.43, a 2027 Freightliner tandem dump truck for $264,454.88 and a replacement airport plow for $26,187.30.

The airport plow was determined to be beyond repair following an earlier unreported incident. Administration said the replacement must be ordered this year because delivery could take up to 195 days and the equipment is needed for winter airport operations.
