North Battleford filled nearly 9,000 potholes in 2025 as infrastructure repairs continue

North Battleford crews filled nearly 9,000 potholes and used about 800 tonnes of asphalt in 2025, reflecting what Mayor Kelli Hawtin described as “a strong commitment to safety, but also highlighting a critical need for ongoing street repairs.”

Speaking during her State of the City address Wednesday, Hawtin said the work is part of the city’s Underground Pipe and Asphalt Replacement (UPAR) program, which funds upgrades to roads and underground utilities.

“Our city is among the few in the province with a dedicated levy for underground pipe and asphalt replacement – our UPAR program,” Hawtin said.

“This levy guarantees a transparent, reconciled budget for updating roads, pipes, and sidewalks.”

The mayor said the city completed a major rehabilitation project in 2025 on 110th Street from Pioneer Avenue to the mid-900 block, replacing some of the most challenging utility pipes in the community while rebuilding the roadway.

“While there is still much work ahead, progress is evident,” Hawtin said.

She noted that water main breaks – a persistent issue tied to aging pipes – have begun to decline as older infrastructure is replaced.

“Our worst year for water main breaks was 14 water main breaks in a year, because our pipes were just eroding. We’re now down to two to four water main breaks a year, which is a huge improvement in our infrastructure.”

The city plans to continue the work this year through its UPAR program.

Hawtin said 2026 projects will focus on carryover work in Parsons Industrial Park, along with surface rehabilitation on several roads across the city.

City council recently awarded the paving contract for the spring and summer construction season to K & S Asphalt Services Ltd. for $3,174,189, including $179,671 in provincial sales tax. The projects are expected to begin in May and be completed by August, with a total budget of $3,800,376.

Residents near the paving areas will receive letters in April outlining the planned work, including maps, estimated construction dates and temporary changes to street parking.
