City to move ahead with emergency repairs to Don Ross roof

North Battleford city council gave its ok to proceed with emergency repairs to replace a section of the Don Ross Centre roof at a special meeting today.

Acting City Manager Stacey Hadley gave council a verbal report on the proposed project.

“Further to the rainstorm where we had an incidence of leaking around the minor hockey area of the Don Ross Centre, staff had brought in a contractor to inspect the roof stability,” she said. “It’s been inspected, and it’s been found the roof has failed in that section and requires immediate repair.”

Hadley noted the contractor on site, quoted the job to cost about $168,900 including PST to make the repairs. That’s about $30 per square foot.

“To offer some comparables, as we were unable to procure a tender in such a short amount of time, the roofing company that is working for the Aquatic Centre had quoted approximately $65 per square foot. So we do feel this is a relatively good deal, given the short timeline without going forward to tender,” she said.

As well, Hadley noted, when the 2020 roof assessment was done, experts indicated this portion of the roof had a one – to four-year life span, and that the cost to replace it would be about $220,000.

“Again, this came in a little bit lower than anticipated,” she said.

Administration recommended council approve the tender to award the roof section replacement project to Haid Roofing Ltd. for $168,900 including $9,560 PST.

“They should be able to commence their work as soon as Monday to get this rolling as we can’t afford a heavy snowfall,” Hadley said.

To cover the cost of the project, the city will re-allocate funding from the 2024 budget: $155,000 from the City Hall Roof replacement budget, $10,000 from the Don Ross Arena ice plant project contingency fund, and $7,000 from the Don Ross Centre leak mitigation budget.

City Fleet and Maintenance Manager Seton Winterholt mentioned the entire section, approx. 5,000 sq. ft., will be replaced for the work.

Coun. Greg Lightfoot said: “That’s good news,” when he noted the amount quoted is under the $220,000 previously estimated.

Mayor David Gillan agreed council feels comfortable with the “one and only bid” proposed.

“It seems reasonable considering our previous assessment, as well as the previous work that was done at a higher [amount] per square foot,” he said.
