North Battleford building permits hit $29M in third quarter, topping 2025 total

Oct 27, 2026 | 4:30 PM

Two apartment permits helped push North Battleford’s third-quarter building permit value to $29 million, exceeding the total for all of 2025.

The city recorded $27 million in building permits last year, according to the engineering, planning, asset management and infrastructure report presented to council Oct. 26.

The apartment permits accounted for $20.9 million of the third-quarter total. By the end of September, the value of all building permits issued this year had reached $45.7 million.

Third-quarter permit value was also nearly double the $14.6 million recorded in the same period last year.

Mayor Kelli Hawtin welcomed the building activity.

“We can see it in the community, and it’s reflected right here in the in the statistics.”

Residential permits accounted for $23.7 million through September, followed by commercial permits at $17.8 million and industrial permits at $2.8 million.

The report also lists 915 business licence renewals through the third quarter, compared with 889 for all of 2025.

Council’s discussion turned to the sequence of work on Territorial Drive, where a councillor questioned why work was proceeding on a curve to the north while access to the mall and across the road remained closed.

The department’s director, James Johansen, said contractors generally determine their own work sequence and he would look into the concern.

“I believe all they have to do is some paving there now. So once they get warm enough weather to pave, I can put pressure to get that done as first priority.”

Hawtin also asked when the intersection would reopen and said restoring access as soon as possible would be useful because of its impact on traffic.

No firm reopening date was provided.

The director said Territorial Drive work was nearly complete. Washroom projects at Don Ross and City Hall were also being wrapped up, with completion tentatively expected within about two weeks of the meeting.

The report noted that engineering projects were within approved budgets and expected to remain so through completion.

Building maintenance received 108 new service requests and completed 74 during the quarter. The report lists 153 outstanding requests.

The director said a new maintenance employee had started about two weeks before the meeting.

The department was also developing a system to rank capital projects for future budget deliberations, with an asset management update planned for council.

Planned fourth-quarter work included drainage improvements at Parsons Industrial Park, a Buhler Avenue utilities extension for an 80-unit apartment building and City Hall basement office renovations.
