Canadian Taxpayers Federation criticizes North Battleford over high spending per person in 2024

Oct 23, 2026 | 4:54 PM

North Battleford ranked second in spending per resident among 13 small and medium-sized Saskatchewan cities in 2024, prompting the Canadian Taxpayers Federation (CTF) to call on the city to rein in expenses.

The federation’s municipal spending report put North Battleford at $3,321 per person, compared with $2,912 across the 13 cities combined.

“North Battleford taxpayers need to ask councillors why they are spending more per person than almost every other city in the province,” said Gage Haubrich, the federation’s Prairie director.

In defence of its spending, the city pointed to services it provides to people living beyond its boundaries.

“As a regional hub, North Battleford delivers essential recreation, protective, cultural, and community infrastructure and services to a population that extends well beyond city limits.”

The report listed North Battleford’s total expenses at $48,003,360 and its population at 14,455. The per-person figures compare total expenses with population.

Swift Current had the highest spending per resident in the group at $3,777, while Warman was lowest at $1,858. Yorkton ranked third at $3,298, followed by Lloydminster at $3,257. Prince Albert ranked 10th at $2,742.

Haubrich said: “Other cities like Prince Albert show it can be done for less. North Battleford needs to copy their homework and get rid of its spending problem.”

The federation said its data came from the Saskatchewan government’s online portal for municipal financial statements. It said the province posted the statements online following years of pressure from the organization.

Saskatchewan’s two largest cities were listed separately. Saskatoon spent $3,254 per person in 2024, compared with $3,011 in Regina. Among towns, Gravelbourg had the highest per-person spending at $4,367, while Ponteix had the lowest at $1,570, according to the federation.

North Battleford said public meetings on its proposed 2027 budget are underway and welcomed people to attend in person or online.

“Administration presents the budget for City Council’s consideration each year, and the City welcomes members of the public attending these deliberation meetings in person or online, helping ensure an open and transparent process,” it stated.

“Community members, prospective residents, investors, and business owners are also invited to review the City’s financial statements and budgets online. To ask questions, provide feedback, or learn more about the proposed 2027 budget, please contact City Hall.”
