Battle River Indigenous Relations Council Inc. (BRIRC) is a non-profit membership corporation located in North Battleford, SK. Our members include Lucky Man Cree Nation, Little Pine First Nation and Moosomin First Nation. Our objective is the advancement and protection of the member Nations’ Treaty and Inherent rights, culture and way of life. This may include Crown consultation, building governance capacity, and any other matters that arise on the direction of Chief and Councils.
The Executive Director will carry out the following functions on the direction of the BRIRC Board of Directors and the leadership of each member Nation with a view to maintaining a stable, effective and sustainable BRIRC:
- Manage BRIRC corporate affairs including maintaining accurate and up to date records; accounting and audits; lead development of policy and procedures
- Manage staff (approximately 5 employees and contractors) with a view to supporting the goals of the organization, including capacity building
- Project manage and coordinate the delivery of programs and activities for which the BRIRC or its member Nations have received funding
- Identify opportunities and secure funding, primarily from government or non-profit sources, for activities related to the BRIRC’s objective
- Administer and report on funding
- Research and share information on consultation-related developments in legal and natural resources sector
- Develop and implement processes to report to and seek direction from BRIRC Member Nations’ Leadership and their membership
- Develop and implement Crown consultation and regulatory engagement processes, including maintaining a communication record
- Coordinate and/or gather Traditional Land Use data from member Nations
- Coordinate and liaise with technical and legal assistance to support BRIRC activities if and when required
- Manage and coordinate action plans with project proponents and BRIRC First Nations if and when required
- Lead and/or assist in negotiations with the Crown and industry
- Lead and or/assist team in designing and facilitating community engagement activities
- Carry out such other project related assignments as may be requested from time to time.
Specific results or Outcomes
- Development and implementation of strategies for advancing the member Nations’ rights, culture and way of life
- Development of BRIRC Member Nations’ capacity to effectively consult with government and industry on issues pertaining to governance, land, resources and impacts to Treaty and Aboriginal rights, culture and way of life
- Successful management of BRIRC as a non-profit corporation
- Development of templates, processes and procedures to effectively report to and seek direction from BRIRC Member Nations’ Leadership and Membership
Qualifications
- Post-secondary education in Indigenous Governance, Lands and Resources, Law, Business, Environmental Science and related experience, or equivalent training and experience
- Excellent written, computer, and verbal communication skills
- Experience managing staff and successful team building
- Skilled with Microsoft Office (including Work, PowerPoint and Excel), social media and other desktop publishing software
- Demonstrated willingness to learn and adapt to new challenges and subject matters
- Takes initiative in new or unfamiliar situations
- Can operate independently and as part of a team
- Audio visual equipment skills (setting up mic and speaker, projector and screen)
- Valid Drivers’ Licence
- Ability to travel overnight and out of province
- Satisfactory Criminal Reference Check
Assets
- Experience working with First Nations governments and administrations
- Experience in Crown consultation context
- Familiarity with subject matter of Treaty and Inherent rights, self-governance, education, health, justice, lands and cumulative impacts, Treaty 6 History, Culture or Language
- Spoken and/or Written Cree
- Experience developing policy and procedure
- Experience coordinating community events
This is a full-time position with a three-month probationary period.
Compensation
Compensation will be commensurate with qualifications and experience.
Travel will sometimes be expected and reliable vehicle transportation is required. A flexible work schedule, including some evenings, may be required. The position is located in North Battleford and will require in-office attendance at least 3 days/week.
