City Hall resumes lease agreement with RCMP

Oct 12, 2018 | 4:51 PM

North Battleford City Hall agreed to resume its lease agreement with the RCMP for the detachment to use the building owned by the city at 1052 101 Street.

The RCMP had an agreement in place with the city for a long-term lease, which in effect was a guarantee to the City of North Battleford when the city was having the building constructed 15 years ago, since the city had to take out a loan for the capital cost to have it built.

After this 10-year lease is over in 2028, the loan will be paid off and the city will own the building outright. The RCMP will still continue to lease the building after 2028, with the details of the agreement to be negotiated at that time.

“It’s a city-owned building so we are 15 years into its life,” Mayor Ryan Bater said. “The last agreement expired at the end of March 2018, so this is to extend that agreement from April 1, 2018 to March 31, 2028.”

Bater said it is expected the city will have paid off the cost of the building by that time.

City Manager Randy Patrick said the building was constructed with the RCMP’s unique needs in mind to accommodate space for the detachment business, as well as to incorporate space for cells within the facility.

Now that North Battleford council has given its approval for the agreement, the document will be sent to RCMP officials in Ottawa to be signed off as well.

Patrick said it will be good for the city for the future when it has paid off its loan for this capital project in 2028, so it can free up some of its funding to use for other initiatives if it so chooses.

“There may be a need for borrowing for something else or maybe an ability at that point to reduce some costs by not paying loans, so there is more money available potentially, or that can be used for other projects. But, it’s the council of the day that has to make that kind of decision,” he said.
