North Battleford to increase rates for leased downtown parking

Rates for leased city parking stalls in downtown North Battleford will increase in January after eight years without an adjustment.

The downtown parking strategy was implemented in 2018, with rates set at $400 per year plus GST, or $33.33 per month and $200 for six months.

As of Jan. 1, rates will increase to $500 for a year, $275 for a six-month lease and $75 for a month.

An administration report said the increase is intended to help recover the cost of building and maintaining the parking lots. It noted shorter-term leases have higher monthly rates because they require more administrative work and the stalls are less likely to be leased year-round.

The report compared North Battleford’s rates with those in Prince Albert and Yorkton.

Prince Albert charges $76.05 per month, $67.71 per month for a four-month lease, $60.10 per month for eight months and $57.10 per month for a 12-month lease, or $685.20 annually.

Yorkton’s rates are $5 per day, $20 per month, $40 for four months, $60 for six months and $100 for 12 months.

Mayor Kelli Hawtin supported the proposed rates but called for a broader discussion about whether downtown has enough parking to accommodate employees and future residents.

She pointed to zoning changes that allow residential uses in older downtown buildings, many of which do not have on-site parking.

“So I’m not suggesting that it is always for the city to take that on, but we do want to ensure we’re supporting downtown growth and development, and part of that needs to be parking,” Hawtin said.

Coun. Greg Lightfoot said some privately owned downtown parking lots are not being fully used. Before the city considers developing additional municipal parking, he said it should determine who owns the underused properties and why they are not being utilized.

Revenue currently varies by lot depending on tenants’ leasing terms. Based on a straight calculation, the 2026 parking program is expected to generate $27,200.
