Man facing charges for incident south of Battleford dies on remand in Saskatoon

Randall Nicotine has died in custody at the Saskatoon Correctional Centre.

The 33-year-old was remanded since March 21, after a lengthy run in with officers south of Battleford that night.

Nicotine was wanted on a Canada-wide warrant for parole violations when he was arrested. He was facing charges for forcible confinement, child endangerment and assault of a police officer with a weapon, among others.

Nicotine is the same individual seen in the ‘Epic RCMP Takedown’ video that made the rounds on social media in 2016. His arrest on April 4 of that year was captured by a passing motorist’s dash cam.

Nicotine’s legal aid lawyer had few details about his death, saying only that he was contacted by the Crown last week informing him of Nicotine’s passing.

Paramedics were called to the Saskatoon jail on May 14 at around 2 a.m. after Nicotine was found unresponsive in a cell. He was subsequently pronounced dead.

While it was too early at the time to determine a cause of death, foul play has been ruled out, according to Ministry of Corrections and Policing spokesman Drew Wilby.

Police and the provincial coroner’s office are investigating the circumstances of the death. Wilby said an internal review is underway.

“This investigation will look to make sure those cell checks were conducted as they were supposed to and that due diligence was done,” he said.

Following the incident on Highway 4 in March, an independent observer was appointed.

The Saskatchewan RCMP requested the Moose Jaw Police Service conduct an independent investigation into the circumstances surrounding the incident.
