North Battleford’s UPAR construction program kicks off

Several million dollars of construction work with respect to the city’s Underground Pipe and Asphalt Rehabilitation program (UPAR) is now underway in North Battleford.

Crews will be working in the Bready Elementary School area (Bower, 17th Ave., 18th Ave.) for several weeks to complete upgrades. The project, one of the more significant parts of this year’s UPAR program, will involve a storm line installation, concrete repairs to sidewalks, and milling and paving of the streets.

A press release from the city said that road closures are expected throughout the project, but the city’s engineering group doesn’t anticipate any lengthy interruptions to water and sewer services for residents.

“Residents in this area have received information detailing revised street parking, property access, and garbage collection information, but the city encourages anyone with additional questions or concerns to contact the UPAR line by calling or texting 306-441-0359,” the release read.

Initially, the approved 2024 UPAR budget was $5,156,606. A large chunk of that was slated to go towards water, sewer and road replacement on 110th Street. However, the city said the scope of the projects changed slightly since the budget was approved. It was determined that due to the age of infrastructure and the presence of cast iron main lines, the piping under 110th Street would need to have cameras run through them to fully understand the state of the underground infrastructure in that section of road so appropriate plans could be made prior to resurfacing. That camera work is expected to be done by city crews in late September or early October. The cost of the UPAR work that is being completed now is $3,072, 670. The difference between the original approval and this year’s awarded amount will remain in the UPAR fund and be allocated toward the work on 110th Street in 2025.

Also started Tuesday was lane grading, concrete installation in preparation for a curb and gutter system to help manage and redirect stormwater, and asphalt paving in the alley between 91st and 92nd Streets and 18th and 19th Avenues.

In an effort to keep residents updated about the UPAR projects, the city is going to hold a series of bi-weekly Zoom meetings. Project timelines and updates will be provided with assistance from the project’s contractors and the videos will be uploaded to the city’s website and social media pages for those who cannot attend.
