City extends Loraas waste and recycling collection contracts

The City of North Battleford is extending its contracts with Loraas Environmental Services for waste and recycling collection services.

Council approved administration’s recommendation to continue the three contracts to the end of December, 2024 at its meeting Tuesday.

City environmental manager, Jeff Blanchard, said in his report currently the city has three contracts in place with Loraas. That includes the residential waste collection contract and the facilities waste and recycle collection agreement, which both end Dec 31, 2022; and the residential recycle collection contract that ends April 30, 2024.

He said the aim is to streamline the process so all three contracts end at the same time for efficiency purposes. When the three contracts wrap on on Dec. 31, 2024, as the expiration date approaches, the city will be able to instead issue a single request for proposal to cover all the existing service contracts within the scope of a single-service agreement.

Blanchard added the city is happy with the service Loraas provides.

“Overall administration is pleased with the level of service received from Loraas,” he said. “They have established themselves as a local business and have been a strong partner, and offer value-added services that include assisting the city with waste and recycling initiatives such as the RFID cart reading technology, and providing recycling information to report to Multi-Material Stewardship Western.”

He said the company also has been quick to adapt to last minute changes in schedules when needed.

There is no impact to the city’s budget with extending the contracts. Blanchard said the current contract increases on Jan. 1, 2023 in accordance with the Saskatchewan Consumer Price Index (CPI). He said based on the August 2022 CPI, the rate increase will be 6.8 per cent. The CPI increase has been factored in the city’s budgeting.

City council approved administration’s recommendation to extend the residential waste collection; facilities waste and recycling collection; and residential recycling collection agreements between the city and Loraas to Dec. 31, 2024, to align all three contract expiration dates with the city’s fiscal year-end.
