City approves care home tax abatement

The City of North Battleford is granting a partial tax abatement for private care homes that are moving into a higher tax rate for the 2021 tax year.

City Finance director Brent Nadon raised the issue at council’s recent meeting.

In his presentation, he said in 2019 there was a review of care homes by Saskatchewan Assessment Management Agency (SAMA) that determined these properties should be classified as commercial instead of residential for tax assessment purposes.

“A very small number of properties were impacted by this change,” Nadon said. “And an even smaller number of properties were impacted with a significant tax increase.”

To lessen the burden on care homes moving to the higher tax classification, the city has been providing gradually reduced abatements each year for the difference in the municipal rate.

In August of 2020 council approved an abatement for one year with an expectation of a future schedule coming back, which would eventually bring that abatement down to zero over time.

The city provided a 49 per cent abatement of taxes levied for 2020, so it proposed a 44 per cent abatement for 2021.

As a result, council approved administration’s recommendation to provide a one-year abatement of $61,942 for Harwood Manor Realty Inc. personal care home at 2691 Clements Drive in North Battleford for the 2021 tax year.

Nadon noted this is the only company affected by the abatement.

He said Harwood Manor Realty paid what they anticipated the correct amount would be for the 2021 tax year, which is close to what was expected.
