City hopes to proceed with infrastructure projects on 100 Street and Carlton Trail

North Battleford lawmakers gave the go ahead for a proposed bid for capital projects for underground utilities upgrades that include work on 100 Street and Carlton Trail.

After some discussion, councillors voted in favour of administration’s recommendation to accept the estimated bid of $1.1 million from Battleford’s Sanburn Construction Ltd., the lowest of three submissions received for the the underground utilities contract award.

The work for the underground utilities contract will include Carlton Trail improvements, rehabilitation on 100 Street from 12th to 14th Avenue and on 95 Street from 15th to 16th Avenue, and upgrades on 110 St. from Eighth to Ninth Avenue and on 101 Street from 19th to 20th Avenue, among the projects.

Mayor Ryan Bater told battlefordsNOW it’s critical for these infrastructure projects to move ahead.

“It wouldn’t have been in the budget if it wasn’t important work,” he said.

City engineer Bob Anthony said in his report the estimated bid amount is about 28 per cent under the city’s budget estimate for this work of $1.6 million.

Some councillors were concerned about the impact on businesses, looking forward to seeing the province’s COVID-19 restrictions gradually lifted that caused many enterprises to temporarily close.

The city noted if the capital projects were delayed to next year the cost could go up. It was also mentioned the projects would be a boost to the local economy which is needed now.

Mayor Bater said there has already been consultation with the businesses that would be affected by the city’s infrastructure work.

“The direction last night was for that consultation to continue,” he said. “The city will be working hard to mitigate all the potential impact of this work. That will be the directive moving forward.”

Bater said the Carlton Trail upgrade located near Walmart is needed to accommodate any new development to the Yellow Sky district of North Battleford.

The bulk of the remaining work is for the Underground Pipeline and Asphalt Rehabilitation Program to replace aging underground pipes.

Since the city will be digging up pipes, there are plans to replace roadways in need of work as well.

Bater said the tender for the roadways work for the projects will be issued shortly.
