No timetable for downtown master plan

An information session was held in North Battleford to answer the public’s questions about the downtown revitalization master plan. But the plan itself could take decades, or longer to be fully implemented.

The public inquiry session was held at the North Battleford Public Library on Feb. 27 for a few hours. It was open to anyone looking to learn more about the city’s Downtown Revitalization Action Plan.

According to Marilyn Gould, with Crosby Hanna and Associates — the company contracted by the city to come up with an implement the master plan — it has been in the works since 2014 and there is no official timeline for completion.

“The idea with a master plan is that it’s a long-term document, a visioning document that can move forward as the city grows and develops,” Gould said. “There is no necessarily a timeline on it, however, through this process different priorities have been identified. There will be some short-term priorities, which will take a year or two and some longer ones, which will take five to 10 years as the city develops.

Gould couldn’t say what the next priority is but said the majority of the feedback received involved parking strategies for downtown. She added character zones downtown have also been a hot topic, which includes making sure the great history of the city is recognized, fostered and developed through the streetscaping architectural guidelines. 

“The intention isn’t necessarily to go back in time and freeze frame North Battleford at a certain point in time,” Gould said. “We want to make sure people understand the history and appreciate the history. We want the history to be celebrated and built on and that’s the focus.”

The exact geographical definition of downtown North Battleford was also determined. It stretches North to 14th Ave., South to Railway Ave., West to 99th St. and to 103rd St. to the East.

According to Gould, the city hasn’t officially adopted the plan just yet, but administration will be bringing it to council on March 13 for review.
