New retail store coming to North Battleford as city report highlights growing investment interest

North Battleford could soon see a new retail development as the city continues efforts to attract businesses and strengthen its role as a regional service hub.

Terracap Group, a Toronto-based private equity real estate investment and asset management firm that develops Frontier Centre in North Battleford, announced plans Wednesday during the State of the City address to construct a new 22,000-square-foot retail store at the mall.

The project was described as a multi-million-dollar investment. The retailer has not yet been officially identified, and it is expected to be announced in the coming months. 

At the same event, Mayor Kelli Hawtin also hinted at additional business interest in the city following her recent trip to the International Council of Shopping Centers convention in Whistler, B.C., in January.

“We’ve since received word of two additional businesses opening in the community, and we’ll hear about some of those later this year,” she said.

The City of North Battleford said it cannot release identifying business permit details due to privacy requirements, and it is up to the applicants for disclosure.

The project comes as the city reports increased engagement with businesses and investors through its economic development initiatives.

According to the city’s fourth-quarter economic development report, officials recorded 867 business-related discussions and consultations in 2025, surpassing the annual target of 850. 

The department also logged 115 contacts with businesses and government organizations and recorded 16 new business inquiries or expansions during the year.

The report said the department has been working to increase the city’s visibility with investors and regional partners. 

“Significant progress was made in developing marketing assets, deepening partnerships, and preparing data-driven tools to support business attraction and continued to work to improve the City’s visibility with investors, businesses, and regional partners.”

Those efforts include promotional materials and outreach highlighting North Battleford’s economic strengths “as a regional service and retail hub.”

Hawtin said tracking investment activity will help council better understand the scale of business interest in the community.

“It starts with a wide net, and we slowly funnel our way down with opportunities to what is going to happen on the ground,” she noted. 

“We know these kinds of investments take a long time, but we’re excited to start tracking some of that progress and tracking some of the projects that are in the pipeline.”
