North Battleford council approves new provincial archery range, advances zoning changes

City council approved a new provincial-level archery range and gave first reading to a package of zoning bylaw changes aimed at reducing development barriers during its meeting Monday.

Councillors endorsed a joint-use agreement with the Battle River Archery Club to turn part of the River Valley into an outdoor range. The facility has been certified by a national judge, and the agreement adds safety measures including signage, backstops and incident reporting.

Mayor Kelli Hawtin said the range is a welcome addition.

“I think it’s pretty exciting. It’s putting a facility that we weren’t using anymore back into productive use,” she said.

“There will be the ability to host different types of national competitions here in North Battleford. So, very positive news.”

Council also advanced a bylaw amendment that would reduce minimum house sizes in older neighbourhoods, allow larger garages on apartment sites, permit some home-based businesses and expand variance powers for accessory buildings.

Hawtin said the goal is to make it easier to grow.

“That zoning bylaw [amendment] is coming forward based on public feedback that our planning department has received. So, we’re trying to be responsive to the public,” she said.

“We want to encourage development. If there’s barriers to development, we want our planning department to bring those forward so we have a chance to address them.”

The city will advertise the changes and complete the required public notice process before a final vote. A public hearing is scheduled for Sept. 22 at 6 p.m., ahead of the regular council meeting at the Don Ross Centre chamber.
