Battleford plans new storm sewer replacement to support growing population

A new storm sewer replacement project in Battlefords is planned to begin in April 2025, with the goal of developing a more robust system to support the growing population.

“With more houses and more usage, we were finding that some of our storm sewer and our sewer capacity is just not big enough to hold the volume of the water that is created now whether through storm sewer or effluent. The whole point is to expand it, update it and upgrade it,” Mayor of Battleford Ames Leslie said.

According to Eric Bilanski, the town of Battleford’s public works manager, the 25th Street storm sewer replacement was approved for $451,000 in the 2024 capital budget.

Sanburn Construction Ltd. and Unicon Construction Inc. were the project’s two lowest bidders. Town council chose Sanburn because its tender price, including PST, was $412,234, which was almost $75,000 lower than Unicon’s bid.

“It’s always the responsibility of the council to try and save as much money as they can on all projects,” Leslie said.

Bilanski noted Sanburn proposed starting the project in April 2025 and completing it within 60 days. In addition to the construction cost, there will also be an engineering fee, which has yet to be determined.

Without that total, some council members did express some concern about the project going over budget. However, Leslie believes since the tender price is already below the original estimation, there is still room for contingency.

“Until we see what the engineering fees will be next year, the project is running under budget,” Leslie said.
