Province wants feedback on Highway 4 twinning proposal

The provincial government is asking for public feedback on the proposed twinning of Highway 4.

The proposal would see more eight kilometres of twinned road north of North Battleford and the initial consultation process began two years ago when, after receiving feedback, the Ministry of Highways decided the highway should be twinned from a North Battleford to 300 metres or more north of Hamlin Road.

“Right now, we’re in the planning stages for proposed safety improvements on Highway 4,” said Dan Palmer, senior communications consultant. “There’s currently no timeline for construction, what we’re involved with right now is detailed planning for the future.

According to the government’s website, following the initial consultation, some of the concerns laid out included the timeline, cost and impacts on the environment and landowners.

“We really want to hear back from citizens, we really want their input to help with the design and identify challenges for future planning,” he said.

The highway upgrades would feature a new service road “from Forest Hall Road on both the east and west sides of the highway” and would remove the access point for the Waterhouse Road. In addition, the proposal includes a new service road from east side of Highway 378, requiring the removal of the access point on the east side of the stretch going north. They would also add lighting and turning lanes to sections of the highway.

Palmer said there are a couple of online engagement sessions coming up next week on April. 10 and 11 and registration on saskatchewan.ca is now open.

“That input is valuable,” said Palmer.

He explained the highway is a busy one with more than 5,000 vehicles travelling daily north of the city.

“That was one of the reasons that we’re in these planning stages,” he said.
