City to see more housing development in Killdeer area

North Battleford city council approved a proposal for development in the Killdeer Park area at its meeting this week.

Council gave the go-ahead for a project for an offer to purchase several lots for multi-family housing development on Sandpiper Road in Killdeer Park.

Lyle V. Schell Construction Management Services Ltd. made the proposal to the city to develop multi-plex homes on Sandpiper Road in the R2 zone.

City administration recommended council accept LV Schell Construction Management Services’ request to purchase four lots on Sandpiper Road for a total cost of $265,000 plus applicable taxes.

In his submitted report, city planner Ryan Mackrell said local developer and contractor Lyle Schell, from LV Schell Construction Management Services, expressed interest to develop duplex-style multi-unit dwellings in the Killdeer Park area for a new subdivision.

“Within the proposal is a multi-year approach to develop these lots, with construction starting in the spring of 2023,” he said.

Mackrell said the land sale proposed works out to just over $4.50 per sq. ft., which he said is comparable to other multi-family lots sold in the city.

The project would also require a zoning bylaw amendment as the project will be built a little closer to the road, as requested by the developer.

“The reduced setback of the buildings allows for larger backyards, but also serves as a traffic-calming effect on the roadway,” Mackrell added.

Mackrell said the developer would have an obligation to build on the four lots over two years, with up to five years maximum to complete the project.

Mayor David Gillan said he would like to see the construction done “within a reasonable time.”

Coun. Kelli Hawtin was pleased to see the proposal for the project. She noted that the area has been empty for too long, so this development and future developments would help fill it out.

Mackrell noted there would be a subdivision application that is worked into the agreement for the developer to divide the lots from four into about 16 total units. He said each unit will be able to be subdivided as well, so they have their own yard space around the back.

“That is part of the agreement that is going to be worked out…,” Mackrell said.

He noted overall the subdivision process should be fairly straightforward.

Mackrell added that the Sandpiper Road properties are already serviced for water and sewer, and are zoned for multi-family units.

Council ended up approving the proposal for the land purchase, as well as the associated request by the developer to reduce the amount of setback distance from the roadway for the project.
