City awards another contract for 114 Street Reservoir Pump Station upgrades

The City of North Battleford awarded another contract for upgrades to the 114th Street Reservoir Pump Station at this week’s meeting.

North Battleford company River City Plumbing and Heating Ltd., which came in with an offer of $402,194 including PST, the second lowest of three bids received, was accepted for its part of the project. The bid was just over $2,000 more than the lowest bid.

In administration’s summary of the costs for the project, in addition to the work provided by River City Plumbing and Heating for about $400,000, the engineering cost was already approved for around $80,000, construction costs and utility services upgrades were estimated at $60,000, and PLC controls programming work would be about $40,000, for a total of around $580,000 for the project. The city already budgeted for $600,000 for the project overall, so there would still be some funds left over.

Mark Keller, city water and wastewater treatment plants superintendent, said that leaves the city with a very small amount of contingency funds remaining. He said hopefully that is adequate to complete the project.

He noted the generators for the project are going to be delayed as expected due to supply restrictions, but added that otherwise “we are moving in the right direction.”

To provide some background information on the project, Keller said in his report the main electrical service, and related electrical equipment and building services, for the 114th Street reservoir were at or near the end of their useful life and needed to be replaced.

The project work includes replacing the existing electrical distribution system, pump motors, and related electrical services. It also entails installing a new 75 hp pump to serve the fire demand needs, Keller indicated. The effort also involves adding a new emergency backup generator, as well as an upgrade to SaskPower and SaskEnergy services.

Council approved administration’s recommendation to go with River City Plumbing and Heating Ltd. for its component of the installation work for the upgrade project, as offered. Administration stated the company’s bid provides the city with “the best overall value.”

Coun. Kelli Hawtin said it’s wonderful to see the work go to a local company.
