Special council meeting

City hires third party investigator in response to complaint

Jan 5, 2022 | 2:44 PM

The City of North Battleford hired an impartial third-party investigator after receiving a complaint about a matter.

During a special meeting Wednesday, council approved appointing Angela Kruk, of Regina law firm Gates & Company, to conduct an investigation related to an issue, the details of which were not revealed.

Administration recommended the appointment, as required by the Code of Ethics Bylaw. Council must appoint a third party investigator within 30 days from when a complaint is received.

The costs associated with the investigation are within the city’s 2022 proposed budget.

In her written submission, City Clerk Stacey Hadley confirmed that both the complainant and council are agreeable to Angela Kruk, who is the new Integrity Commissioner for the Cities of Saskatoon and Regina, to be appointed to conduct the City of North Battleford’s investigation.

City Manager Randy Patrick said Kruk is the only person the city is aware of who is qualified to perform this type of investigation.

“This is the person who is doing it for most cities in Saskatchewan,” he said. “They are quite familiar with the process. They are quite familiar with bylaws and the acts, etc. So this is the person that can get the job done fairly quickly, and provide a report back to council. It isn’t a practice that I am aware of other people doing.”
