Town adds RFP stipulation for new naming rights sponsorship policy

The Town of Battleford has made some revisions to its new advertising and sponsorship policy and package for groups and organizations interested in purchasing naming rights or advertising space for a number of its facilities and venues.

The previously approved policy was amended at this week’s council meeting to include the requirement for a public Request for Proposals (RFP) process be completed for all naming rights sponsorship agreements. The sponsorship and advertising package will include minimum dollar amounts that will be accepted for each facility proposed.

“Naming rights sponsorship agreements now require an RFP to take place before they can be finalized,” Parks and Recreation Dept. manager Jordan Schechtel said. “This will help ensure the town does not short-change itself.”

For a decision on awarding the RFP for an advertising and sponsorship agreement, if the proposal is over $10,000 or of a controversial nature it must come to council for approval. If it’s under $10,000 it can go to administration for authorization.

All naming rights agreements proposed for town-owned and civic partner-controlled facilities, parks and structures must come to council for approval.

The aim of the program is to help bring in more revenue to the town.

“This is a huge undertaking for Jordan [Schechtel],” Councillor Judy Pruden said. “It’s going to be really nice to have that in place. So when people want to throw money our way, and say ‘What can we get for it?’ and so on, we have something to rely on. I think it’s a good idea.”

Council unanimously voted in favour of the amended policy.

The policy applies to many town-owned facilities, parks, structures, equipment and programs. It does not apply to gifts, memorials, donations, grants or special events.

The policy establishes advertising and sponsorship agreement terms up to five years and naming rights for up to 10 years, unless otherwise authorized by council.

The town’s Parks and Recreation Committee will review the sponsorship package every two years to ensure rates are appropriate.
