Committee to develop new policy for city-wide memorial program

The City of North Battleford has agreed to form a short-term committee to develop a comprehensive policy for a city-wide commemorative memorial program.

The committee will need to have the policy developed for council’s consideration by July of this year.

The issue was raised after council recently received a proposal from the community to commemorate Colby Cave at the Access Communications Centre (ACC) Arena, the former Civic Centre.

The Edmonton Oilers forward from Battleford was just 25 when he died suddenly after suffering a brain bleed last year.

The city currently does not have a policy in place that addresses this type of request.

Mayor David Gillan and Coun. Kelli Hawtin will represent council on the committee, while city parks and recreation director Cheryl DeNeire and one of the city planners will represent administration.

“I think we are all in agreement to move forward with this,” Gillan said of the need to have a policy in place during the Monday night council meeting.

The matter was also previously discussed at the city’s recent planning committee meeting.

The community proposal for the memorial requested the city’s approval to rename streets – the roundabout and access road – around the ACC, to Colby Cave Way. The request included adding banners to the light posts around the ACC; and potentially a physical monument placed at the centre of the roundabout in front of the venue.

DeNeire had recommended the committee establish a new policy by early summer so if this type of memorial is eventually agreed upon, the work can be done during construction season and before the new hockey season starts.

Hawtin mentioned it would be helpful to have some feedback from a few community groups, such as in the business, the arts and sports sectors, once the policy has been completed.
